Outside of the fact that there are standard price tiers that were established long before Steam became the behemoth that it now is, Valve does not dictate pricing nor participation in the various sales. While I don't disagree with your initial statement, the second part is not the case. On Steam or any other store, you cannot dictate or control the prices, you cannot dictate or control mindshare, so you'd be at the mercy of whatever 'summer sale' or 'winter sale' Steam has currently got going. If you can get Nintendo games on a platform they cannot control, that is the beginning of the end for Nintendo's business model.
